User-Fee Dust Palliative Program Offered to County Residents

The Board of County Commissioners, through the Public Works Department, is making available a "user fee" dust palliative program to interested county residents. The program consists of applying liquid calcium chloride or magnesium chloride to rock roads in an effort to reduce dust created by vehicles. The cost of this program shall be borne by individual property owners who request to participate. A fee of $0.75 per linear foot of treated roadway is charged to cover the costs of material, labor and equipment for road preparation and the application of dust palliative material. In addition, an administration fee of $45.00 per location will be charged to help cover the administrative costs of the program. Applications are available at the Douglas County Public Works Department, 1242 Massachusetts Street in Lawrence. Pre-payment must be received in the Public Works Department by 5:00 PM, Wednesday, March 2, 2005 in order to participate in this program. It is currently anticipated that the first application of dust palliative material will occur during May 2005. If revenues from collected fees adequately exceed the cost of the initial treatment, a second treatment will be applied to all previously treated areas. The expected life of the dust reduction benefits of this treatment method is approximately one year. However, many variables influence the effectiveness of dust palliative and neither the County nor the Townships warrant the effectiveness of these treatments. No refunds nor re-treatment will be made for poor performance of the treatment nor for reduced performance due to required road maintenance.
