New Homeland Security Advisory System Information Added to Site

Information about the new Homeland Security Advisory System has been added to the Douglas County Emergency Management section of our website. These pages contain detailed descriptions and instructions about this system, including what to do, what to expect and how to prepare. PURPOSE According to the National Office of Homeland Security, the purpose of this system is to provide a comprehensive and effective means to disseminate information regarding the risk of terrorist acts to Federal, State, and local authorities and to the American people. Such a system would provide warnings in the form of a set of graduated "Threat Conditions" that would increase as the risk of the threat increases. At each Threat Condition, Federal departments and agencies would implement a corresponding set of "Protective Measures" to further reduce vulnerability or increase response capability during a period of heightened alert. STATE-WIDE PREPAREDNESS State-wide emergency preparedness is the responsibility of the Kansas Division of Emergency Management. The mission of the Division of Emergency Management is to provide a 24-hour operation to reduce loss of life and property, protect Kansans from all hazards by providing and coordinating resources, expertise, leadership and advocacy through a comprehensive, risk-based emergency management program of mitigation, preparedness, response and recovery. The Division works directly with the Federal Emergency Management Agency (FEMA). LOCAL PREPAREDNESS Local emergency preparedness is the responsibility of the Douglas County Emergency Management Department. The mission of the Emergency Management Department is to ensure that local capabilities exist for the effective mitigation against, preparedness for, response to and recovery from all types of major emergencies or disasters (natural, technological, and national security) that threaten Douglas County.
