Office of the County Commission PROCLAMATION Douglas County, Kansas WHEREAS: Good health and quality of life for everyone in Douglas County is an important goal for our community; and WHEREAS: Healthy eating, being physically active, and living tobacco free are essential ingredients to a healthy, productive life; and WHEREAS: The government of Douglas County has been actively engaged in efforts to promote community health including the development of a county-wide community health improvement plan; and WHEREAS: LiveWell Lawrence is a diverse, active community coalition founded to promote policy and environmental changes that make it easier for local residents to eat healthy foods, engage in physical activity; and live tobacco free; and WHEREAS: In the five years since it was founded, LiveWell has experienced tremendous growth and now has over one hundred community partners contributing to our community's health; and WHEREAS: LiveWell is committed to advancing shared public health priorities and making the community a healthier place to live for current and future generations. NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners of Douglas County, Kansas, hereby proclaim the week of October 13-19, 2013 as "LiveWell Week" Dated this 9th day of October 2013.

P R O C L A M A T I O N NATIONAL 4-H WEEK IN DOUGLAS COUNTY OCTOBER 6-12, 2013 WHEREAS, 4-H youth across the nation are keeping it green by leading efforts to solve problems in their communities, raise awareness about environmental issues, and make a difference for their futures; and WHEREAS, 4-H is one of the largest youth development organizations in Kansas and the largest in the nation with over six million young people; and WHEREAS, 4-H in Douglas County, Kansas claims more than 420 members and more than 175 volunteers; and WHEREAS, 4-H, as part of the Kansas State University Research and Extension, is a program where youth learn through opportunities that provide them hands-on experiences in 4-H's mission mandates of science, engineering and technology; healthy living and citizenship; and WHEREAS, 4-H has connected youth and their communities with the innovative research and resources from our nation's 106 land-grant universities and colleges for more than 100 years. NOW, THEREFORE, the Board of County Commissioners of Douglas County, Kansas, proclaims the week of October 6-12, 2013, as National 4 H Week in Douglas County and urges the people of this community to take advantage of the opportunity to become more aware of this special program that enhances our young people's interests in their futures as part of Douglas County 4-H Youth Development and to join us in recognizing the unique partnership between our county and our state University System. Office of the County Commission P R O C L A M A T I O N NATIONAL PREPAREDNESS MONTH SEPTEMBER 2013 WHEREAS, National Preparedness Month is a nationwide effort held each September; and WHEREAS, the goal of the tenth annual National Preparedness Month is to increase public awareness about the importance of preparing for emergencies and to encourage individuals to take action; and WHEREAS, no community is truly prepared for a disaster until every individual, family and business takes personal responsibility for preparedness; and WHEREAS, the U.S. Department of Homeland Security, through its Ready campaign and Citizens Corps program, works with a wide variety of organizations, including local, state and federal government agencies and the private sector, to highlight the importance of emergency preparedness and to promote individual involvement through events and activities across the nation; and WHEREAS, all Americans need to take some simple steps to prepare for emergencies, including making a family emergency plan, getting an emergency supply kit, being informed about local threats and getting involved in preparing their communities; and WHEREAS, the flooding, straight-line winds, tornadoes, and drought conditions that affected both Kansas and Douglas County in 2013, illustrate the potential devastation to communities and highlight the importance of preplanning disaster response and sheltering operations; NOW, THEREFORE, the Board of County Commissioners, of Douglas County, Kansas, do hereby proclaim the month of September, 2013 to be "National Preparedness Month" in Douglas County and encourage citizens of Douglas County to join with citizens across the nation to ensure a community of citizens who are disaster aware and disaster prepared. Office of the County Commission P R O C L A M A T I O N INTERNATIONAL LITERACY DAY WHEREAS, There are over 774 million adults worldwide who lack the literacy skills needed to obtain good jobs or to actively participate in the education of their children; and it is estimated that more than 75 million children worldwide do not attend school and over 150,000 people in the state of Kansas over the age of 16 lack the ability to read or write. WHEREAS, Altrusa International, Inc., an organization of executive and professional women committed to community service, has pledged to work toward worldwide literacy; and WHEREAS, The community of Lawrence has residents of all ages, in every neighborhood, who are functionally illiterate; and WHEREAS, Altrusa International, Inc., of Lawrence is the underwriting sponsor of the River City Reading Festival. They have supported New York Elementary School with a large donation of books, as well as, volunteers for elementary reading companions. Altrusa has given books to Women's Transitional Care Services (WTCS) and First Step House, along with annual scholarships for women. They have provided large print books and subscriptions to Lawrence Senior Services, newspaper subscriptions to Health Care Access, and have implemented the ongoing Newborn Book Project at Lawrence Memorial Hospital, and thereby encourage reading and the promotion of life-long literacy for the residents of Lawrence; NOW, THEREFORE, the Board of County Commissioners of Douglas County, Kansas, do hereby proclaim September 8th, 2013 as "INTERNATIONAL LITERACY DAY" and urges all citizens of this community to continue working together in addressing literacy needs in Lawrence and Douglas County. NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners of Douglas County, Kansas, hereby proclaim the week of April 1-5, 2013 as "PUBLIC HEALTH WEEK" Dated this 27th day of March 2013.

Office of the County Commission PROCLAMATION Relay for Life Week 2013 For Douglas County, Kansas WHEREAS, The American Cancer Society Relay For Life is a life-changing event that gives everyone in more than 5,000 communities across the globe a chance to celebrate the lives of people who have battled cancer, remember loved ones lost, and fight against the disease; and WHEREAS, money raised during the Relay For Life of Douglas County, Kansas helps support research, education, advocacy, and patient services; and WHEREAS, Relay For Life helps fund more than $100 million in cancer research each year; and WHEREAS, cancer survivors are honored with a victory lap as they lead the way around the track, followed by teams who keep a representative walking on the track from 7:00 p.m. until 7:00 a.m. because cancer never sleeps; and WHEREAS, in 2012, Relay For Life of Douglas County welcomed 681 participants from 74 fundraising teams; 307 cancer survivors were honored; 3,434 luminaria lined the track with the hopeful glow to find a cure; $182,000 was earned after expenses which all add up to our local event ranking the largest Relay For Life in the state of Kansas; and WHEREAS, an additional community project was served by the contribution of 3,812 pounds of canned food which replaced sand to give weight to the candle-lit luminaria, which was later donated to Just For Food. NOW, THEREFORE, THE BOARD OF COUNTY COMMISSIONERS OF DOUGLAS COUNTY, KANSAS, do hereby proclaim June 2nd through June 8th, 2013 as, "RELAY FOR LIFE WEEK" in Douglas County and encourage citizens to participate in the American Cancer Society Relay For Life of Douglas County to be held at Free State High School Track, 4800 Overland Drive in Lawrence beginning at 7:00 p.m. on Friday, June 7th and ending at 7:00 a.m. on Saturday, June 8th. Office of the County Commission PROCLAMATION Declaring May 2013 as "Bike Month" and May 13-17, 2013 as "Bike-to-Work Week" In Douglas County, Kansas WHEREAS: For more than a century, the bicycle has been an important part of the lives of most Americans: and WHEREAS: Today, millions of Americans engage in bicycling as an environmentally sound form of transportation, an excellent form of fitness, and a high quality family recreational activity; and WHEREAS: Douglas County seeks to form and foster partnerships with bicyclists and incorporate bicycling as a part of the multi-modal regional transportation system designed to serve all Douglas County residents regardless of their travel mode choice; and WHEREAS: The education of cyclists and motorists as to the proper and safe operation of bicycles and motor vehicles is important to ensure the safety and comfort of all roadway and path users; and WHEREAS: Douglas County seeks to encourage symbiotic partnerships with organizations to promote bicycle awareness and education through the efforts of the Lawrence-Douglas County Bicycle Advisory Committee and other groups; and WHEREAS: The League of American Bicyclists and independent cyclists throughout Kansas are promoting greater public awareness of bicycle operation and safety education in an effort to reduce accidents, injuries and fatalities; and WHEREAS : The League of American Bicyclists has designated May as National Bike Month; and WHEREAS: The Lawrence-Douglas County Bicycle Advisory Committee has requested that the Douglas County Commission proclaim the month of May 2013 as Bike Month. NOW, THEREFORE, Be it proclaimed by the Board of County Commissioners of Douglas County, Kansas, that the month of May 2013 be recognized as "BIKE MONTH" and also proclaim the week of May 13-17, 2013 as "Bike-To-Work Week" in Douglas County, Kansas. Office of the County Commission PROCLAMATION 2013 Mental Health Month in Douglas County, Kansas WHEREAS: The U.S. Surgeon General states that mental health is fundamental to health, personal well-being, family, and interpersonal relationships, and contributes to community and society; and WHEREAS: Mental illness affects one in four Americans every year, regardless of age, gender, race, ethnicity, religion, or economic status; and WHEREAS: The U.S. Surgeon General has found that a range of treatments exists for most mental disorders and the efficacy of mental health treatments are well documented; and WHEREAS: Douglas County, Kansas has made a commitment to community-based systems of mental health care for all residents; and WHEREAS: The guiding principles of community mental health care have always been comprehensiveness, cost-efficiency, effective management, and high-quality and consumer-responsive services; and WHEREAS: Mental Health America, the National Council for Community Behavioral Healthcare, and the Bert Nash Community Mental Health Center observe Mental Health Month every May to raise awareness and understanding of mental health and illness; NOW, THEREFORE, THE BOARD OF COUNTY COMMISSIONERS OF DOUGLAS COUNTY, KANSAS, do hereby proclaim the month of May 2013, as "MENTAL HEALTH MONTH" in Douglas County and call upon all citizens, government agencies, public and private institutions, businesses, and schools to recommit our community to increasing awareness and understanding of mental illness and the need for appropriate and accessible services for all people with mental illness. Office of the County Commission PROCLAMATION National Public Safety Telecommunicator's Week April 14-20, 2013 For Douglas County, Kansas WHEREAS: Emergencies can occur at anytime that require sheriff, police, fire or emergency medical services; and WHEREAS: When an emergency occurs the prompt response of law enforcement, firefighters and paramedics is critical to the protection of life and preservation of property; and WHEREAS: The safety of our sheriffs, police officers and firefighters is dependent upon the quality and accuracy of information obtained from citizens who telephone the Douglas County Emergency Communications Center; and WHEREAS: Public Safety Dispatchers are the first and most critical contact our citizens have with emergency services; and WHEREAS: Public Safety Dispatchers are the single vital link for our police officers, and firefighters by monitoring their activities by radio, providing them information and ensuring their safety; and WHEREAS: The Public Safety Dispatchers of the Douglas County Emergency Communications Center have contributed substantially to the apprehension of criminals, suppression of fires and treatment of patients; and WHEREAS: Each dispatcher has exhibited compassion, understanding and professionalism during the performance of their job in the past year. NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners of Douglas County, Kansas, hereby proclaim the week of April 14-20, 2013 as "NATIONAL PUBLIC SAFETY TELECOMMUNICATOR'S WEEK" and joins in honoring the men and women whose diligence and professionalism keep our county and citizens safe. Office of the County Commission P R O C L A M A T I O N Child Abuse Prevention Month 2013 For Douglas County, Kansas Whereas, children are key to the county's future success, prosperity and quality of life and, while children are our most valuable resource, they are also our most vulnerable; and Whereas, children have a right to be safe and to be provided an opportunity to thrive, learn and grow; and Whereas, child abuse and neglect can be prevented by supporting and strengthening families in Douglas County, Kansas' through the 5 Protective Factors: 1. Nurturing and Attachment, 2. Knowledge of Child/Youth Development, 3. Parental Resilience, 4. Social Connections and 5. Office of the County Commission P R O C L A M A T I O N For Douglas County, Kansas WHEREAS, The Board of County Commissioners of Douglas County, Kansas having met at a regular session on this the 17h day of October, 2012, would like to honor the employees of Douglas County for their dedication and service to the residents of Douglas County; and WHEREAS, the employees of Douglas County are the County's "ambassadors" who provide important community services on a daily basis, 365 days a year, 24 hours a day, during both routine and emergency situations; and WHEREAS, the County Commissioners recognize the employees of Douglas County as this County's most valuable assets; and WHEREAS, the Personnel Advisory Committee is sponsoring an "Employee Appreciation Week" for all Douglas County employees on October 15-19, 2012. Each department will be celebrating our combined accomplishments as team members and may choose a day to schedule events as they see fit; and WHEREAS, each department will receive a letter of acknowledgment for each employees years of service; and WHEREAS, the Commission recognizes that Douglas County is fortunate to be blessed with such a fabulous team of outstanding, dedicated and customer service focused employees. Office of the County Commission P R O C L A M A T I O N For Douglas County, Kansas WHEREAS: Food embodies the relationships between humans, plants and animals of Mother Earth and serves an indispensible social, cultural, and nutritional function for humankind; and, WHEREAS: Douglas County and the surrounding environs continue to be a source of nutritious local foods- both wild and cultivated; and WHEREAS: The communities within Douglas County support a thriving farmer's market, a wide variety of local and regional farmers and food producers, and acknowledge their contributions to the physical and economic health of our communities; and WHEREAS: The United Nation Food and Agriculture Organization (FAO) indicate that over one billion people in the world are going hungry, over 80% of whom are food producers and the majority of which live on the territories of Indigenous Peoples; and WHEREAS: Douglas County is home to Haskell Indian Nations University and is attended by Indigenous Peoples of the forty-eight contiguous states of the U.S. and Alaska - each with their own unique food traditions; and WHEREAS: One of the greatest gifts the Indigenous Peoples of the Americas offered to those who arrived on their shores 500 years ago was food. NOW, THEREFORE, the Board of County Commissioners of Douglas County, Kansas, hereby proclaims Friday, October 26, 2012 as INDIGENOUS FOOD DAY In Douglas County, Kansas and recognizes the Haskell Indigenous Food Festival as Douglas County's contribution to the first ever National Food Day activities. Office of the County Commission P R O C L A M A T I O N For Douglas County, Kansas WHEREAS, Douglas County is proud to recognize Just Food, the Food Bank in Douglas County in its continued innovative efforts to fight hunger and be a voice for those who are food insecure; and WHEREAS, On September 16, 2012, United Way of Douglas County will be hosting their campaign kickoff and partnering with Just Food to package and distribute 40,000 meals to Douglas County residents and partner agencies; and WHEREAS, On September 21, 2012, Just Food's 2nd Annual Charity Golf Classic, presented by Knology and Dillon's, will take place with all proceeds to feed Douglas County residents; and WHEREAS, Monthly, Just Food distributes food to nearly 10,000 through its food pantry and partner agency network; and WHEREAS, Just Food continues to live up to its mission to provide food to those who are food insecure while seeking to raise awareness and promote action to combat hunger in Douglas County; NOW, THEREFORE, the Board of County Commissioners of Douglas County, Kansas, hereby proclaims the week of September 16-22, 2012 as "JUST FOOD FIGHT HUNGER WEEK", and urges citizens to support Just Food's mission to fight hunger in Douglas County, Kansas. P R O C L A M A T I O N NATIONAL PREPAREDNESS MONTH SEPTEMBER 2011 WHEREAS, National Preparedness Month is a nationwide effort held each September; and WHEREAS, the goal of the eighth annual National Preparedness Month is to increase public awareness about the importance of preparing for emergencies and to encourage individuals to take action; and WHEREAS, no community is truly prepared for a disaster until every individual, family and business takes personal responsibility for preparedness; and WHEREAS, the U.S. Department of Homeland Security, through its Ready campaign and Citizens Corps program, works with a wide variety of organizations, including local, state and federal government agencies and the private sector, to highlight the importance of emergency preparedness and to promote individual involvement through events and activities across the nation; and WHEREAS, all Americans need to take some simple steps to prepare for emergencies, including making a family emergency plan, getting an emergency supply kit, being informed about local threats and getting involved in preparing their communities; and WHEREAS, the flooding, record and near-record snowfall, straight-line winds and tornadoes that affected both Kansas and Douglas County in 2011, illustrate the potential devastation to communities and highlight the importance of preplanning disaster response and sheltering operations; NOW, THEREFORE, the Board of County Commissioners of Douglas County, Kansas, proclaims the month of September, 2011 to be "National Preparedness Month" in Douglas County and encourages citizens of Douglas County to join with citizens across the nation to ensure a community of citizens who are disaster aware and disaster prepared. A PROCLAMATION TO HONOR Francisca Sierra WHEREAS: Friends and co-workers would like to take this opportunity to honor Francisca Sierra for 34 wonderful years of service to Douglas County, Kansas. WHEREAS: Francisca "Fran" Sierra began her journey with Douglas County on November 1, 1976 as the "Voice of Douglas County" where she handled all switchboard calls jointly for the City of Lawrence and Douglas County. Thousands of local residents have heard her voice first representing the police department, sheriff's office, city hall, the recreation centers, District Attorney, District Court and Municipal Court among other departments. WHEREAS: Fran is multi-talented and has worn many hats at Douglas County. In addition to switchboard operator for 18 years, Fran has worked as a computer technician for the Information Technology Department and most recently as administrative support to the Douglas County Correctional Facility for inmate services. WHEREAS: Co-workers describe Fran as a loyal friend and employee everybody likes; a devoted Jayhawk fan who envisions March Madness Week as a long awaited vacation; a lady with a warm generous heart and a beautiful soul; and a sweet hardworking, dedicated individual who doesn't mind being called "Franzola." Office of the County Commission P R O C L A M A T I O N For Douglas County, Kansas WHEREAS: Unused or expired prescription medications are a public safety issue, leading to accidental poisoning, overdose, and abuse; and WHEREAS: Nationally, emergency room visits involving pharmaceutical drugs in 2009 (1.2 million) were up 10 percent over 2008 (1.1million); and WHEREAS: The non-medical use of prescription drugs ranks second only to marijuana as the most prevalent category of drug abuse in the United States, with more Americans abusing prescription drugs than the number of those using cocaine, heroin, and hallucinogens combined; and WHEREAS: Six of the top ten substances abused by 12th graders were prescription or over the counter medications, and the majority of Americans 12 and older who abused prescription drugs got them from friends and family, including from their home medicine cabinets; and WHEREAS: Unused medicines should not be shared or thrown in the trash where others can find them; and WHEREAS: Recent studies have detected pharmaceutical drugs in varying concentrations in our nation's water supplies and waterways. On Saturday April 30, 2011 the Douglas County Sheriff's Office and the Lawrence Police Department are participating in the nationwide prescription drug "Take-Back Day." The Federal Drug Enforcement Administration (DEA) is coordinating with state and local law enforcement agencies to collect expired, unused, or unwanted prescription and over the counter drugs. The collection site in Lawrence is the short-term parking lot next to the county courthouse. We will accept unwanted medications between the hours of 10:00A.M. to 2:00P.M., Saturday April 30th. The service is free and anonymous, with no questions asked. This is the second national prescription drug Take-Back initiative coordinated by the DEA. At last September's Take-Back Day the DEA collected over 242,000 pounds (121 tons) of prescription drugs at nearly 4,100 sites. In Lawrence over 100 people disposed of more than 180 pounds of unwanted medications, three times the national site average. The public is encouraged to dispose of all solid dosage pharmaceuticals, such as tablets and capsules. Liquid products, such as cough syrup, should remain securely sealed in the original container. We cannot accept intra-venous solutions, injectibles, needles, or illegal drugs. Participants may dispose of a medication in its original container, and are advised to remove any identifying information from the prescription label. All items are placed in a secure box and collected by the DEA for destruction. As much as 40% of all medications go unused, representing some 1.5 billion doses a year. It is little wonder prescription drug abuse is the nation's fastest-growing drug problem. By removing unwanted medicines from home cabinets we reduce the opportunity for abuse, and decrease the number of accidental poisonings and overdoses. It also gives participants a way to properly dispose of unwanted medicines in a safe, legal, and environmentally sound way, instead of flushing them down the toilet or throwing them away. Douglas County Commissioners have proclaimed April 30, 2011 as Prescription Take-Back Day in Douglas County. They encourage all Douglas County residents to dispose of unused, unwanted, or expired medications at the drop-off site next to the courthouse between 10:00AM and 2:00PM, Saturday April 30th.
